SUBSTITUTE - Creating an ad hoc committee on parking strategic planning.
Body
WHEREAS, on May 30, 2006 a Transit and Parking Commission (TPC) retreat was held to discuss parking related issues; and
 
WHEREAS, TPC members agreed that the rising cost of building parking facilities coupled with limited resources to finance construction requires careful planning to optimize resource utilization; and
 
WHEREAS, the Parking Utility currently does not have a strategic plan directing the utilization of resources and to assist in identifying and prioritizing capital parking projects;
 
WHEREAS, there are two immediate issues/opportunities requiring attention and decisions, the Mid-State Street Facility and the replacement of the Government East facility;
 
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council create an ad hoc committee to develop a Parking strategic plan.  Said committee shall consist of not fewer than three four TPC members and one alternate TPC member, and representatives from the following stakeholder groups:  not fewer than three downtown business representatives, including  one representative from the Business Improvement District; one representative from DMI; one University of Wisconsin appointee; one State Department of Administration appointee; two downtown office property owners or developers; and two one representatives from the Capitol Neighborhood Association downtown neighborhood associations; and one member from the Pedestrian-Bicycle-Motor Vehicle Commission;
 
BE IT FURTHER RESOLVED that the committee shall develop a short and long-term strategic plan and shall report its recommendations, which shall be referred to the Ped/Bike Motor Vehicle Commission, Downtown Coordinating Committee, the Plan Commission and to the TPC (Lead), prior to final consideration by the and Common Council by March 2007.
