WHEREAS, the American Public Works Association (APWA) is an international educational and professional association of public agencies, private sector companies, and individuals dedicated to providing high quality public works goods and services; and,

WHEREAS, APWA was chartered in 1937 and presently consists of a diversified membership of over 26,000 with 67 Chapters throughout North America including the Wisconsin Chapter; and,

WHEREAS, APWA promotes professional excellence in Public Works and recognizes such excellences with a National Awards Program; and

WHEREAS, one of the most prestigious awards is that of Top Ten Public Works Leader of the Year; and,

WHEREAS, this award is given to individuals that inspire excellence and dedication in public service by recognizing outstanding career service achievements of individual public works professionals; and,

WHEREAS, in February 2006, the Wisconsin Chapter of APWA submitted the nomination of Larry D. Nelson for the award of 2006 Top Ten Public Works Leader of the Year; and

WHEREAS, Larry has enjoyed a stellar career in public works since 1966, all with the City of Madison Engineering Division; and,

WHEREAS, Larry has had numerous achievements and responsibilities with the City, culminating with his present duties as City Engineer and Public Works Team Leader since 1990; and,

WHEREAS, Larry has also been an active member and leader within the Wisconsin Chapter of APWA including serving as President in 1995 and presently as a National Delegate; and,

WHERES, APWA has selected Larry D. Nelson, City Engineer, as the recipient of the 2006 Top Ten Public Works Leader of the Year Award.
