Fiscal Note
The 2006 Adopted Parking Utility Capital Budget authorizes $11,500,000 for this project funded with Parking Utility resources, of which $3 million will be borrowed, $3 million taken from Parking Utility Reserves, and from the sale of air rights above the new facility. This resolution authorizes use of Utility funds to hire the Engineering Consulting firm Thornton-Tomasetti Group to develop plans, specifications, estimates, and construction administration services for the construction of underground parking on the Buckeye Lot. The cost of this design contract is $600,000. (This amount needs to be coinfirmed by TTG; This is a placeholder for initial staff review.)

Title
Authorizing the Mayor and City Clerk to execute an Engineering Services Contract between the City of Madison and Thornton-Tomasetti Group, Inc. for the design and construction administration of the Mid-State Street Parking Ramp.
Body
WHEREAS, the City of Madison Parking Utility operates the Buckeye Lot for the provision of public parking to service the Mid-State Street area; and

WHEREAS, the Buckeye Lot provides approximately fifty-six (56) public parking stalls; and

WHEREAS, the provision of additional short-term visitor parking for the Mid-State Street area has been identified as a high priority of the Mayor, District Alder, others on the Council, Greater State Street Business Association, Downtown Madison Inc., and District One Business Improvement District; and

WHEREAS, the City has been shown that a mixed-use facility can provide in excess of 290 stalls of underground parking; and

WHEREAS, the City has issued a Request for Proposal for the redevelopment of the Buckeye Lot for a mixed-use development that provides both short-term parking and opportunity for commercial and residential development;
