Fiscal Note
Participation by the City in a cooperative boundary plan negotiation will require the allocation of City staff resources (at various points, several City agencies may be involved, including the City Attorney, Planning, Engineering, the Water Utility, and perhaps the Fire and Police Departments) and costs associated with the mailing of certain notices. Funding is included the various City agency 2006 Operating budgets; no additional appropriation is required.

Authorizing participation in the preparation of a cooperative boundary plan under Sec. 66.0307, Wis. Stats., between the City of Madison, the Town of Burke, the Village of DeForest, and the City of Sun Prairie.
Body
WHEREAS, the Town of Burke and the Village of DeForest have initiated a cooperative boundary plan process and recognize the need to join both the City of Madison and City of Sun Prairie in that process in order to create a plan that provides for the orderly transition of the territory of the Town to the other three communities; and,
WHEREAS, the Town of Burke, the Village of DeForest, the City of Sun Prairie and the City of Madison have determined that they share certain mutual needs and goals, and that such goals can be more readily achieved through cooperative planning; and,
WHEREAS, the Common Council of the City of Madison determines that it is reasonable, appropriate and in the best interest of promoting the public health, safety and welfare of the City to pursue the preparation of a cooperative plan with the Town of Burke, the Village of DeForest and the City of Sun Prairie, in accordance with Sec. 66.0307, Wis. Stats.
NOW, THEREFORE, BE IT RESOLVED that the Common Council of the City of Madison hereby authorizes and directs all necessary staff to participate in the negotiation and preparation of a cooperative plan with the Town of Burke, the Village of DeForest and the City of Sun Prairie, under Sec. 66.0307, Wis.
