Authorizing the Mayor, City Clerk and Chief of Police to accept the Buffer Zone Protection Program grant award in the amount of $99,251 and to utilize these funds to purchase approved law enforcement equipment.
Body
WHEREAS, the State of Wisconsin, Office of Justice Assistance (OJA) has received federal funding as part of the FY '05 Homeland Security Grant Program; and,

WHEREAS, these grant funds were allocated as part of the Buffer Zone Protection Program to address issues related to critical infrastructure sites identified by the Protective Security Division of the Department of Homeland Security; and,

WHEREAS, as part of this program the City of Madison has been awarded funds to purchase equipment that will assist in reducing vulnerability and/or responding to potential incidents at these sites; and,

NOW THEREFORE BE IT RESOLVED that the Mayor, City Clerk, and Chief of Police are authorized to accept $99,251 (acct #73212) from the Office of Justice Assistance; and,

BE IT FURTHER RESOLVED that the Madison Police Department (MPD) is authorized to spend the grant funds in accordance with the grant application, with modifications upon appropriate approvals from the Office of Justice Assistance, as follows:

1) Purchase and install concrete planters designed to impede access to critical sites by suspect vehicles - $5,808 (acct# 55310-712240)

2) Purchase additional radio equipment that would otherwise not be available for communications with non-MPD personnel during a significant event - $26,584 (acct# 55511-712240)

3) Purchase laptop computers and specialized software that can be utilized for incident management, tracking, and analysis - $20,184 (acct# 55155-712240)

4) Purchase portable changeable message boards that may be utilized to alert the public of significant traffic information ...
