Fiscal Note
The total estimated contract costs for Health, Transit, Sewer and Water Utilities, Overture, Police, and CDA for 2006 is $75,000. There will be no increase in collection costs for 2007. A maximum percentage increase of 3% for each of the optional renewal years (2008, 2009, and 2010) will apply.

Authorizing Purchasing to award and negotiate a 2-year contract with Waste Management of Wisconsin, Inc. for waste and recycling collection at certain City sites and authorizing the Mayor and City Clerk to sign a 2-year contract on behalf of the City.
Body
WHEREAS, several departments within the City require refuse and recyclables collection on-site, including but not limited to Health, Madison Metro, Police, CDA public housing sites, Overture, Sewer Utility, Water Utility; and

WHEREAS, City Purchasing solicited proposals for city-wide waste and recycling collection for necessary collection at these city sites under RFP#7693 in November of 2005, and received three proposals thereto; and

WHEREAS, pursuant to the RFP above, the proposals were evaluated based on price, quality of services, scheduling and other specifics as requested by the departments involved; and

WHEREAS, based upon a scoring system considering all of the above factors, Purchasing has selected Waste Management of Wisconsin, Inc. as the highest-scoring bidder.

NOW, THEREFORE, BE IT RESOLVED that Purchasing staff is authorized to award and negotiate and the Mayor and City Clerk are authorized to sign on behalf of the City a two-year contract for refuse collection and recycling collection services for certain City departments, at the sites to be specified in the contract and at the prices offered by Waste Management of Wisconsin, Inc. in its response to the City's RFP; and

BE IT FURTHER RESOLVED that upon expiration of the initial term, the contract may be renewed for up to three (3) additional terms of one (1) year each, upon mutual written agreement of the parties.
