SUBSTITUTE - Amending Sec. 8.215(1) of the Madison General Ordinances to require users to obtain a permit prior to launching a boat or parking a vehicle or trailer in designated lake access parking lot areas.

DRAFTER'S ANALYSIS: This substitute amendment requires users of designated lake access parking areas to obtain a permit prior to launching a boat or parking an accompanying vehicle or trailer in such parking areas.

The Common Council of the City of Madison do hereby ordain as follows:
Subsection (1) of Section 8.215 entitled "Use of Parks for Lake Access" of the Madison General Ordinances is amended to read as follows:
"(1) No person shall park launch a motorboat, sailboat, iceboat, canoe, kayak or an all-terrain vehicle in designated lake access parking lot areas in Law, Marshall, Olbrich, Olin, Spring Harbor, Tenney and Warner Parks in the City of Madison between January 1 and December 31 without first obtaining a lake access permit and paying the fee for same, which fee shall be established by the Parks Commission subject to approval by the Common Council. Said permit shall be displayed in or on the launcher's accompanying motor vehicle in such location as designated by the Parks Commission."
