Title
SUBSTITUTE - Repealing the 10% set-aside committees and changing the policy so that the Board of Estimates and the Alder in the TID act on each 10% neighborhood set-aside project request.
Body
WHEREAS, on January 22, 2002, the Common Council adopted Second Substitute Resolution 58981, ID 28780, which designated the CDBG Office to staff the neighborhood groups that would make recommendations for the TIF set-aside funds for creation and development of affordable housing within a specific TIF district; and
 
WHEREAS, the Resolution further directed the CDBG Office and the TIF Team to use the protocol adopted with the Resolution entitled "A Text Description of a TIF Affordable Housing Process" to guide the affordable housing proposals for the 10% TIF set-aside funds; and
 
WHEREAS, within the body of the process it states that the mayor shall appoint, subject to confirmation by the Common Council, a five-member ad hoc group to establish specific priorities for the affordable housing set-aside; and
 
WHEREAS, the mayor feels that this process can be handled at the Board of Estimates level without the need for the mayor and Common Council to create a committee for each 10% neighborhood set-aside project;
 
NOW, THEREFORE, BE IT RESOLVED, that the members of the Board of Estimates work with the alder in the TID for input as necessary, to determine the nature of the affordable housing and the appropriate funding level for each affordable housing set-aside request;
 
BE IT FURTHER RESOLVED, that the policy/procedure for the 10% set-aside be changed and the policy to establish a 10% set-aside committee be repealed and replaced with the Board of Estimates and the alder in the TID acting on each request.  The vote shall be by voting members of the Board of Estimates and all Alders whose district contain part of the TID in their district and, for purposes of action, this group shall be considered an ad hoc subcommittee of the Board of Estimates and shall be noticed as such in the notice of meeting.
