I hereby submit, for your consideration and approval, the following citizen committee appointments.  Committee applications for mayoral appointments are attached.  Statement of Interest forms are on file for these appointees where applicable.
 
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

Park Commission recommendation:
MADELYN D. LEOPOLD, 2233 West Lawn Ave., 53711 (10th A.D.) - appoint to the position of Park Commission Representative. Ms. Leopold has served on the Board of Park Commissioners since 6-15-2010.  She succeeds Betty Chewning.

MADISON'S CENTRAL BUSINESS IMPROVEMENT DISTRICT (BID) BOARD
 
Note: Per the Business Improvement District [BID] Operating Plan as approved by the Common Council, "Wisconsin Statutes section 66.1109(3 (a) requires that the Board be composed of at least five members and that a majority of the Board members shall either own or occupy real property in the District.  If the actual property or business owner is an entity, that entity shall designate a representative to act on its behalf."
 
 
The BID Board recommended the appointment/reappointment of the following nominees at its November 3, 2011 meeting.
 
*MARIA C. MILSTED, 5900 Hwy. A, Brooklyn 53521 - reappoint to a three-year term to the position of State Street Area Property Owner.  First Appointed 1-18-2000.
TERM EXPIRES: 1-18-2015
 
Rationale:  Ms. Milsted is a State Street area property owner.   
 
 
*STACY M. NEMETH, 5688 Kinsale Dr., Fitchburg, 53711 - reappoint to a three-year term to the position of Capitol Square Area Property Owner.  First Appointed 3-2-2004.
TERM EXPIRES: 1-18-2015
 
Rationale: Ms. Nemeth is the Chief Operating Officer and a real estate manager for The Fiore Companies.   
 
 
HAWK SULLIVAN, 120 N. Baldwin St., 53703 (2nd A.D.) - reappoint to a three-year term to the position of Greater State Street Business Association Member.  First Appointed 3-21-2006.

*STEVE AMUNDSON, 1918 Corinth Dr., Sun Prairie, 53590 - appoint to a three-year term to the position of UW-Madison Representative.  This position represents the Chancellor's Office.  Mr. Amundson succeeds Lori M. Kay who retired from the University.

Rationale:  Mr. Amundson serves as the Director of Visitor and Information Programs for the University of Wisconsin-Madison.
 
 
GREGORY O. FRANK, 5 Wallingford Cir., 53717 (9th A.D.) - appoint to a three-year term to the position of Downtown Coordinating Committee Representative.  Mr. Frank is the Managing Partner of FoodFight Restaurant Group.  He is a member of the Rotary Club of Madison and Downtown Madison, Inc.  Mr. Frank succeeds Mary Lang Sollinger.

NORMA E. SALDIVAR, 2422 E. Mifflin St., 53704 (12th A.D.) - appoint to a two-year term to the position of City Appointee.  Ms. Saldivar is a professor and serves as the Executive Director of the Arts Institute at the University of Wisconsin-Madison.

Rationale:  Mr. Finnemore serves as the Director of Building Services for the MMSD and has been selected to serve as the Superintendent's designee.
