I hereby submit, for your consideration and approval, the following citizen committee appointments.  Committee applications for mayoral appointments are attached.  Statement of Interest forms are on file for these appointees where applicable.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
 
 
 
AFFIRMATIVE ACTION COMMISSION
 
* DR. ASHOK BHARGAVA, 5631 Longford Terr. #102, Fitchburg - appoint to the remainder of a three-year term to the position of Adult City Resident.  Mr. Bhargava succeeds Christian L. Odom.
TERM EXPIRES: 4-16-2013
 
Rationale: Dr. Ashok Bhargava has extensive knowledge of and experience working with different ethnic organizations at the grass roots, institutional and governmental levels.  Over the past four decades he has worked with black student organizations, the Wisconsin Organization of Asian Americans and founded the local chapter of the Association of Indians in America.  In addition, Dr. Bhargava served on the Governor's Council on Asian Affairs and the state's Minority Business Development Board.  Currently Dr. Bhargava serves as the President of the Madison College Foundation and is the Chair of the Area Agency on Aging.  Dr. Bhargava has a Ph.D. in Economics and is a  Professor Emeritus at the University of Wisconsin-Whitewater.

BRENDA GONZALEZ, 1678 Capital Ave., 53705 (19th A.D.) - appoint to the position of Adult City Resident.  Ms. Gonzalez is a Senior Outreach Specialist with the UW School of Medicine and Public Health.  She is the newly elected Board President of Centro Hispano and serves on the board of the Boys and Girls Club.  
 
 
SENIOR CENTER BOARD OF DIRECTORS
 
EDNA CANFIELD, 99 Golf Pkwy., 53704 (18th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Ms. Canfield is a current member of the Madison Senior Center's Accreditation Committee and Planning and Evaluation Committee.  She is the former chairperson of the Participatory Learning and Teaching Organization (PLATO) and is a current member of PLATO's Outreach Committee.  Ms. Canfield succeeds Karl J. Kellor.

SENIOR CITIZENS ADVISORY COMMITTEE
 
FELICITUS FERINGTON, 7469 East Pass, 53719 (7th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Ms. Ferington is a retired nurse and nurse educator.  Her volunteer service includes work with Vietnam Veterans' groups and the LGBT community. Ms. Ferington succeeds Carol J. Carstensen.

MARY JO RIMKUS, 1517 Golf View Rd. Unit G, 53704 (18th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Ms. Rimkus is retired from Wisconsin Physicians Service.  Some of her volunteer service includes work with the United Way of Dane County and the Madison Senior Center.  She succeeds Sandra Y. Sykes.

Correction:
Amy Zastrow's appointment to the position of Camaguey Sister City Representative was confirmed at the 2-1-2011 Council meeting.  Her term expiration date was incorrectly listed as 2-1-2013.  The correct term expiration date is 2-1-2012.
