Report of the Mayor submitting citizen committee appointments (introduced 1-18-2011; action 2-1-2011).  
 
Body
I hereby submit, for your consideration and approval, the following citizen committee appointments.  Committee applications for mayoral appointments are attached.  Statement of Interest forms are on file for these appointees where applicable.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
 
 
BOARD OF PUBLIC WORKS
 
*RUBEN ANTHONY, Jr., 4549 Shooting Star Ave., Middleton, 53562 - appoint to the remainder of a two-year term to the position of Adult City Resident.  Mr. Anthony succeeds Michael W. Rewey who served more than 10 years.
TERM EXPIRES: 4-30-2012
 
Rationale: Ruben Anthony has 18 years of experience in the transportation and public works industry.  During the past eight years, he has served as the Deputy Secretary of the Wisconsin Department of Transportation and in this capacity has provided leadership on a wide range of public works issues including, public works procurement, public works emergencies and the management of public works programs and projects.
 
Mr. Anthony has also assisted with the management of transportation projects, such as the Marquette Interchange, the reconstruction of Interstate 94 and Interstate 41.  In addition, he has served on the Board of Directors for the Menomonee Valley Partners to help implement sustainable transportation projects that have lead to the revitalization of industrial land.
 
Mr. Anthony also helped facilitate the reconstruction of Canal Street in the Menomonee Valley, linking downtown Milwaukee and Miller Park and has played an active role in the development and expansion of the Hank Aaron trail. This project has granted significant pedestrian and bike connections between the City of Milwaukee and its suburbs.
 
 
CENTRAL PARK DESIGN AND IMPLEMENTATION TASK FORCE
 
NICOLE CRAIG, 1105 Williamson St., 53703 (6th A.D.) - appoint to the position of Neighborhood Resident.  Ms. Craig is a Community Gardens Specialist with the Community Action Coalition for South Central Wisconsin, Inc.  She is involved with the Marquette Neighborhood Association and does volunteer work with Centro Hispano.  Ms. Craig succeeds M. Nan Cheney.
 
 
COMMITTEE ON COMMUNITY GARDENS
 
CDBG Committee Recommendation:
CHARLES SANDERS,  3114 Oak Ridge Ave., 53704 (6th A.D.) - appoint to the position of CDBG Committee Representative.  Mr. Sanders has been serving on the CDBG Committee since 9-20-2005.  He succeeds Monya A. Choudhury.
