Report of the Mayor submitting citizen committee appointments (introduced 1-4-2011; action 1-18-2011).

I hereby submit, for your consideration and approval, the following citizen committee appointments.  Committee applications for mayoral appointments are attached.  Statement of Interest forms are on file for these appointees where applicable.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."
 
 
ADMINISTRATIVE REVIEW BOARD
 
DONNA V. HURD, 7482 East Pass, 53719 (7th A.D.) - appoint to the remainder of a two-year term to the position of Adult City Resident.  Ms. Hurd is the Executive Director at Boardman Law Firm LLP.  She has volunteered with numerous organizations, including the Madison Area Literacy Council, United Way of Dane County and The Boys & Girls Club.  Ms. Hurd succeeds Janice Bensky who served more than 10 years.

SCOTT BROWN, 1835 Winnebago St. #307, 53704 (6th A.D.) - appoint to the remainder of a two-year term to the position of Adult City Resident.  Mr. Brown is an Associate Principal for Student Services with the Middleton-Cross Plains Area School District.  He is currently working on a Ph.D. in Education Leadership and Policy Analysis.  He succeeds Christian L. Odom.

AFFIRMATIVE ACTION COMMISSION
 
FAUSTINA BOHLING, 7514 Tree Ln. #4, 53717 (9th A.D.) - appoint to the remainder of a one-year term to the position of First Alternate.  Ms. Bohling is the Director of Diversity and U.S. Chapters for the Wisconsin Alumni Association.  She previously served as the Human Resources Coordinator of WHEDA.  Ms. Bohling has been involved with many organizations, including, La Mujer Latina Conference Planning Committee, Madison Area Music Association, Madison Network for Black Professionals and Lussier Community Education Center.  In 2010, she was a nominee for the ATHENA Young Professional Award.
She succeeds Tracey A. Caradine.

HOUSING COMMITTEE
 
*LEEANNE BANKS, 837 Ridgewood Way, Town of Madison, 53713 - appoint to the remainder of a three-year term to the position of Adult City Resident.  She succeeds Alicia Bosben Gebhardt.
TERM EXPIRES: 4-30-2011
 
Rationale: LeeAnne Banks has over 15 years of housing experience in Madison.  She is currently working as a Property Manager for the Madison Development Corporation, which is located at 550 W. Washington Ave.  Her experience includes both non-profit and for-profit organizations and she is very familiar with City of Madison Housing programs and services including federal compliance policies.  She has extensive experience working with low-income and moderate-income individuals as well as housing developments including Section 8.  Ms. Banks has worked with both the Salvation Army Homeless Program and the YMCA Road Home Program.  In addition, she has served on the African American Church Council Homeowners Program, mentoring three families to home ownership.  She has also participated on the South Madison Community Housing Team, Dane County Foreclosure Task Force, Dane County Home Buyers Roundtable and the United Way Basic Needs Team.  
 
 
MONONA TERRACE COMMUNITY AND CONVENTION CENTER BOARD
 
CHET GERLACH, 100 Wisconsin Ave. #700, 53703 (4th A.D.) - appoint to a three-year term to the position of City Alternate.  Mr. Gerlach is a self employed consultant.   He is a board member of Wisconsin Public Radio Association and a member of Capitol Neighborhoods Inc. Mr. Gerlach succeeds M. Alice O'Connor.

TIM GRUBER, 4349 Bagley Pkwy., 53705 (11th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Mr. Gruber currently holds the position of First Alternate on this committee and has served since 5-5-2009.  He succeeds Judith A. Bowser who resigned.
