I hereby submit, for your consideration and approval, the following citizen committee appointments.  Committee applications for mayoral appointments are attached.  Statement of Interest forms are on file for these appointees where applicable.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

PATRICIA A. LASKY, 501 Wynnwood Way, 53705 (19th A.D.) - appoint to the position of Health Board Representative.  Ms. Lasky succeeds William C. Sonzogni who resigned.

JACKSON, 810 Jupiter Dr. #201, 53718 (3rd A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Mr. Jackson is self-employed, operating Business Management & Administration, LLC.  He formerly served as the Executive Director of Gibraltar Development of Milwaukee.  He succeeds David R. Sparer, who has served more than 10 years.

*STEVEN SCHOOLER, 306 North Brooks St., 53715 (business address) - appoint to the remainder of a three-year term to the position of Adult City Resident.  He succeeds Judith M. Wilcox.

Rationale: Steven Schooler graduated from law school in 1981 and practiced law in Madison for nearly twenty years before deciding to change careers and become the Assistant Director for what was then Transitional Housing Inc. (now Porchlight) in 1999.  He became the Executive Director in 2001 and has served in that capacity ever since.  Transitional Housing merged with another local non-profit, Community Housing and Services to become Porchlight in 2004 and he became Executive Director of the merged entity, Porchlight.  Porchlight currently owns and operates 23 properties in the Madison area (most located within the City limits) comprising over 240 units of low-cost housing.  Porchlight's main business headquarters is located at 306 North Brooks Street in Madison.
 
Mr. Schooler has been recognized with several awards, including the 2010 Perry Saito Award from the Wisconsin Conference of the United Methodist Church; the 2010 Non-Profit Executive of the Year - Sales & Marketing Executives, 2009 Professional Fair Housing Award - Wisconsin Fair Housing Network and the 2008 Community Asset Builder from Downtown Madison, Inc.

TIM RIKKERS, 3510 Sunset Dr., 53705 - appointed to the position of Shorewood Hills Village Board Representative.  Mr. Rikkers succeeds Joyce Bromley who resigned.

GLENN HALSTEAD, 522 N. Pinckney St. #57, 53703 - appointed to the position of UW-ASM Representative.  Mr. Halstead succeeds Michael Nemmetz who graduated.
