I hereby submit, for your consideration and approval, the following citizen committee appointments.  "Statement of Interest" forms are on file for these appointees.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

Stone Creek Cir., 53719 (7th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Ms. Contrucci is a retired Learning Coordinator for the Madison Metropolitan School District and is an active volunteer with the American Red Cross and Meriter Hospital.  She succeeds Marie I. VandeBerg.

*REV. DAVID A. SMITH, 5820 Danville Dr., Fitchburg, 53719 - appoint to the remainder of a two-year term to the position of Citizen.  He succeeds Steven C. Bartlett.
TERM EXPIRES: 10-1-2011
 
Rationale: Born and raised in Madison, WI. Mr. Smith has been involved with community organizations for the past 25 years. He was director of the South Madison Neighborhood Center and the first and founding executive director of the Boys and Girls Club of Dane County 1994-2000. Mr. Smith served on the founding board of the Nehemiah Community Development Corporation, the State of Black Madison, Habitat for Humanity board, Madison Urban League board, and member of the United Way allocation committee. Currently, he is serving as the interim executive director of the South Madison Health and Family Center and pastor of Faith Community Christian Church and president of the African American Council of Churches.
Mr. Smith will bring great experience and insight to this committee due to his breadth of experience and interest in community development.

Alexander.
