I hereby submit, for your consideration and approval, the following citizen committee appointments.  "Statement of Interest" forms are on file for these appointees.
 
*2/3 vote required for confirmation of non-city residents.
 
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, "...provision shall not apply to a member of or candidate for appointment to a City of Madison board, committee or commission where, in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of a non-resident member who is particularly well qualified by reasons of education, background, and experience with Madison business concerns or other Madison-based employers and the Mayor specifies fully to the Common Council the reasons why he or she is recommending such appointment."

WATER UTILITY BOARD

*GREG HARRINGTON, 7579 Lokken Lane, Verona, WI 53593 - appoint to the remainder of a five-year term to the position of Member.  Mr. Harrington is assuming the seat vacated by George E. Meyer.  First Appointed 9-19-2000.
TERM EXPIRES: 9-30-2011
 
Rationale: Greg Harrington currently serves as the Water Utility Board president and is leading the effort to transform the board to a policy governance model.  The Board will vote on this model in August, 2010. This appointment would allow Mr. Harrington the opportunity to provide continuity during the implementation of the policy governance model.
 
Mr. Harrington has been employed as an engineer, researcher and educator in the drinking water industry since 1985.  His experience includes developing federal water quality standards for drinking water utilities and helping drinking water utilities comply with federal and state quality standards.  Although Mr. Harrington is no longer a Madison resident, he does continue to work within the city.
