I hereby submit, for your consideration and approval, the following citizen committee appointments.  "Statement of Interests" forms are on file for those appointees required to file.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, " … provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgment of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience … ."
 
AD HOC COMMITTEE TO DEVELOP PARKING STRATEGIC PLAN
 
* THEODORE H. PETERSON, 2902 Melissa Circle, Fitchburg - appoint to the position of Downtown Property Owner/Developer.  Mr. Peterson is the owner/operator of the The Great Dane Pub & Brewing Co. located at 123 E. Doty Street.
 
Rationale: Mr. Peterson was previously a member of this committee, first appointed in March 2007.  The committee is now drafting its final report, and as the only member with a business in the Government East garage area, his input is vitally important to that process.

JAMES P. BENNETT, 4337 Hillcrest Drive, 53705 (11th A.D.) - appoint to a three-year term to the position of Citizen Member.  Mr. Bennett is a government scientist employed as a botanist with the U.S. Geological Survey, Department of the Interior.  He is also an Adjunct Professor in the Nelson Institute for Environmental Studies at UW-Madison and an Honorary Fellow in the Department of Botany.  His research has focused on the effects of air pollutants on biodiversity, and he has been a regular consultant to the Wisconsin Department of Natural Resources Bureau of Endangered Resources for many years.  He succeeds Bruce C. Dickie.

MATTHEW C. YOUNKLE, 738 Lorillard Court, Apt. 209, 53703 (4th A.D.) - appoint to the remainder of a three-year term to the position of Citizen in High Technology/Biotechnology Industry.  Mr. Younkle's entire career has involved starting and growing high technology businesses, and he is currently the President of Y Innovation, LLC.  He has hands-on experience in software, networking, intellectual property, product design and manufacturing.  He brings a small-business perspective in that he understands the day-to-day challenges of developing a successful new enterprise.  He succeeds Ralph Kauten.

TERESA WERHANE, 309 W. Washington Avenue, 53703 (4th A.D.) - appoint to the remainder of a three-year term to the position of Downtown Resident.  Ms. Werhane is the Marketing Promotions Manager for Madison Area Technical College.  She has a strong interest in keeping downtown Madison the vibrant place that it is and in helping it realize even more of its potential.  She succeeds Gregg Mulry.

JUDY J. HUGHES, 533 Muir Drive, 53704 (18th A.D.) - appoint to the remainder of a three-year term to the position of Qualified Elector.  Ms. Hughes is retired from the City of Madison, where she served thirty-three years with the Human Resources Department, specifically with the Employment Unit.  That work experience has given her the knowledge, abilities and skills required to evaluate items coming before the Personnel Board for review, approval and referral.  She has direct working knowledge of the City Classification System and the Labor Relations Unit.  She succeeds Gary V. Martinelli, who is resigning effective November 5, 2009.
