I hereby submit, for your consideration and approval, the following citizen committee appointments.  "Statements of Interests" forms are on file for those appointees required to file.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, " … provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience … ."
 
CDA HOUSING OPERATIONS SUBCOMMITTEE

AARON R. BLACKS, 1337 Williamson Street, 53703 (6th A.D.) - appoint to a one-year term to the position of Current or Former CDA Housing Resident or Section 8 Participant.  Mr. Blacks was formerly a CDA resident, CDA employee and member of the Truax Ad Hoc Restructuring Committee.  He is a former board member of the East Isthmus Neighborhood Planning Council and a current board member of the East Madison Community Center, and he attended MATC and UW-Madison for education in the Human Service field.  He succeeds Debra Henning.

ARNTSEN, 2817 Milwaukee Street, 53704 (6th A.D.) - appoint to the position of Member.  Mr. Arntsen is an attorney at Foley & Lardner LLP.  His past city service includes Plan Commission, Downtown Historic Preservation Task Force, Backyard Parking Task Force, Barrymore Board Chair and DMI Chair.

FABU P. CARTER BRISCO, 406 Acewood Boulevard, 53714 (3rd A.D.) - appoint to the position of Member.  Ms. Carter Brisco, an African-American literary artist and educator, is Madison's Poet Laureate, founder of the Hibiscus Collective, a multi-ethnic writer's group, and a former member of the Wisconsin Academy.
 
VERONICA A. DELCOURT, 6344 Merritt Ridge, 53718 (3rd A.D.) - appoint to the position of Member.  Ms. Delcourt is the Dean of Arts and Sciences at Madison Area Technical College.  Ms. Delcourt has extensive involvement in arts and humanities, including grants from the Maine Arts Commission for music, organizing women's folklore bands and local dance groups.
 
CATHERINE A. DETHMERS, 109 N. 7th Street, 53704 (12th A.D.) - appoint to the position of Member.  Ms. Dethmers is the owner/manager of High Noon Saloon.  She has twelve years experience running local music venues and is a 2009-2010 member of the music panel for the Dane County Cultural Affairs Commission.
 
* STEVEN A. GOLDBERG, 5208 Wildheather Drive, Fitchburg, 53711 - appoint to the position of Member.  Mr. Goldberg is the Community Relations Director for CUNA Mutual Group.  He is a lifelong Madisonian and a graduate of the UW, where he was also an Evans Scholar.  He has served on numerous boards such as United Way of Dane County, Family Service, Dane County Community Action Commission, Dane County Social Planning Agency, Summit Credit Union and the Madison Repertory Theatre.
 
Rationale: Mr. Goldberg has made a life-long professional investment in Madison's philanthropic and charitable sectors. He is executive director of a leading local foundation and has a history of volunteerism in the arts and education. This combination of experiences makes him uniquely positioned to contribute to the work of the committee.
 
ANNE KATZ, 451 N. Few Street, 53703 (2nd A.D.) - appoint to the position of Member.  Ms. Katz has been the Executive Director of Arts Wisconsin for fourteen years.  She has 25+ years staff and volunteer work in arts, community and politics, and she is a national expert in community arts development, planning and management.
 
EDWARD E. LINVILLE, 517 Maple Avenue, 53704 (6th A.D.) - appoint to the position of Member.  Mr. Linville is an architect who has fully participated in enhancing the community visually while being an active contributer and participant in the arts and cultural heart of Madison.  He is a member of the DMI Professional Planning Committee (Advisory), the DMI Arts & Culture Committee and the Effigy Mounds Hudson Park Bronze Effigy Group.
 
* OSCAR MIRELES, 208 Madison Street, DeForest, 53532 - appoint to the position of Member.  Mr. Mireles is the Administrator of Alternative Education at Omega School, 835 W. Badger Road, Madison.  He has extensive involvement in arts-related service and activities, including former membership on the Milwaukee Arts Board, Arts Midwest Board and Madison Civic Center Foundation.
 
Rationale: Mr. Mireles is a highly regarded, published poet and leads Omega School, Madison's widely acknowledged alternative high school program. His unique combination of strong contacts in the Latino, literary, and education communities will add significant value to the cultural plan.
 
* GEORGENE G. POMPLUN, 8778 Oak Grove Road, Mount Horeb, 53572 - appoint to the position of Member.  Ms. Pomplun is the Official Functions Coordinator, Office of the Chancellor, University of Wisconsin-Madison.  She holds a B.F.A. in Graphic Design, has extensive work experience in arts-related fields, is a former member of the Dane County Cultural Affairs Commission Advisory Panel, and is a current member of MMOCA and Wisconsin Painters & Sculptors.
 
Rationale: If selected, Georgene Pomplun will be the cultural plan's liaison to the Dane County Cultural Affairs Commission which grants hundreds of thousands of dollars a year to Madison based arts organizations and will be significantly affected by the outcomes generated by this plan. Likewise, she works in the UW chancellor's office as the Official Functions Coordinator and will provide a critical link to the University community.
 
ROBERT J. SORGE, 6417 Antietam Lane, 53705 (19th A.D.) - appoint to the position of member.  Mr. Sorge is the Vice President of Strategic Development for the Madison Community Foundation.  He has a long history of community involvement, including current service on the Greater Madison Convention and Visitors Bureau Board, and past service on the Wisconsin Chamber Orchestra staff (17 years, 15 years as Executive Director), Wisconsin Film Festival Advisory Committee and Overture Center Resident Advisory Committee.
 
JASON L. TISH, 2714 Lafollette Avenue, 53704 (6th A.D.) - appoint to the position of Member.  Mr. Tish is the Executive Director of Madison Trust for Historic Preservation.  He has twelve years experience in cultural resource management, archaeology, architectural history and non-profit advocacy.
 
DAVID H. WELLS, 6048 S. Highlands Avenue, 53705 (19th A.D.) - appoint to the position of Member.  Mr. Wells has been the Executive Director, Creative Arts Residency, of the Terry Family Foundation for over five years.  He has twenty-five years experience as a visual art curator, thirty-two years as a visual artist and five years as the administrator or executive assistant for arts organizations other than art galleries, including the Madison Symphony Orchestra and Pump House Regional Arts Center in La Crosse.
 
SUSTAINABLE CITY AD HOC SUBCOMMITTEE FOR THE PRIVATE SECTOR
 
* DANIEL J. BERTLER, 851 Liliana Terrace, Oregon, 53575 - appoint to the position of Chamber of Commerce Representative.  Mr. Bertler is a General Contractor and President of Supreme Structures, Inc., located at 4487 Robertson Road in Madison.  He is a member of the Chamber of Commerce and currently sits on the Small Business Advisory Council board.
 
Rationale: Mr. Bertler is the president of Supreme Structures, Inc., of Madison and is committed to the increased adoption of sustainable construction practices throughout the industry and emphasizing the LEED rating system.
 
SUSTAINABLE CITY AD HOC SUBCOMMITTEE FOR THE PUBLIC SECTOR
 
* KASSANDRA L. REMO, 10374 Bell Road, Black Earth, 53515 - appoint to the position of Health Care Industry Representative.  Ms. Remo is the Clinic Operations Director for Group Health Cooperative of South Central Wisconsin.
 
Rationale: Kassie Remo is the Clinic Operations Director for Group Health Cooperative of South Central Wisconsin.  Having a representative from the Healthcare industry will be an important expert on the committee.
