I hereby submit, for your consideration and approval, the following citizen committee appointments.  "Statement of Interests" forms are on file in the City Clerk's Office for those appointees required to file.
 
*2/3 vote required for confirmation of non-city residents.
Pursuant to Sec. 3.30(2) of the Madison General Ordinances, " … provisions of this section shall not necessarily apply with reference to membership on special study committees where in the judgement of the mayor and two-thirds (2/3) of the Common Council, the best interests of the city will be served by the appointment of certain nonresident members who are particularly well qualified by reasons of education, background, and experience … ."
 
 
BUILDING CODE, FIRE CODE AND LICENSING APPEALS, BOARD OF
 
SAM J. BREIDENBACH, 2710 Willard Ave., 53704 (6th A.D.) - appoint to the remainder of a three-year term to the position of Builder.  Mr. Breidenbach is president of TDS Custom Construction, Inc.  He has worked in the construction industry for 28 years and is a certified remodeler and green certified professional through NARI. He chairs the NARI Green Committee.  He succeeds Lyle Christian who resigned.

BROADNAX, 1136 Virdon Dr., Sun Prairie, WI 53590 - appoint to remainder of a three-year term to the position of Adult City Resident.  Mr. Broadnax is employed by the Great Lakes Capital Fund as Director of Operations, responsible for overseeing the company's affordable housing investment activities in Wisconsin.  He succeeds Tom Hirsch who resigned.
TERM EXPIRES: 4-30-2011.
 
Rationale:  As the City begins to explore regional housing opportunities with the creation of the Ad Hoc Housing Merger Planning Committee, representation from outside the city of Madison is vital for a healthy and accurate dialogue.
 
 
PARK COMMISSIONERS, BOARD OF
 
JANET PARKER, 2442 Upham St., 53704 (12th A.D.) - appoint to the remainder of a five-year term to the position of Adult City Resident.  Ms. Parker is the community gardens organizer for the Community Action Coalition for South Central Wisconsin.  She succeeds Betty MacDonald who resigned.

SENIOR CITIZENS ADVISORY COMMITTEE
 
TIMOTHY D. OTIS, 21 S. Eau Claire Ave., 53705 (11th A.D.) - appoint to the remainder of a three-year term to the position of Adult City Resident.  Mr. Otis is retired as executive director for the Mental Health Center of Dane County.  He succeeds Bernice Owen who resigned.

SUSTAINABLE DESIGN AND ENERGY COMMITTEE
 
PETER J. TAGLIA, 718 W. Brittingham Pl., 53715-1420 (13th A.D.) - move from the position of Second Alternate Member and appoint to the remainder of a one-year term to the position of First Alternate Member succeeding Ashley Brenke who resigned.  First Appointed: 6-17-2008.
TERM EXPIRES: 6-30-2009.
 
Correction to Mayor's Appointment Report of 1-20-2009:
 
MARC B. KORNBLATT, 1108 Garfield St., 53711 (13th A.D.) - appoint to the remainder of a one-year term to the position of Second Alternate Member succeeding Peter Taglia who is being appointed to the First Alternate Member position.
TERM EXPIRES: 6-30-2009.
 
The appointment report of 1-20-2009 incorrectly stated that Mr. Kornblatt was being appointed to the First Alternate Member position.  It should have read that he was being appointed to the Second Alternate Member position succeeding Peter Taglia, not Ashley Brenke.
