Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on the Buckeye Road (CTH AB) overpass & approaches over I 39/90. (16th AD)

PREAMBLE
The Wisconsin Department of Transportation (WisDOT), Dane County and the City of Madison have a joint project to replace the Buckeye Road overpass and approaches over I 39/90. The project consists of the removal and replacement of the existing structure and approaches. The new bridge and approaches will be widened to accommodate a new two-lane bridge with bike lanes and sidewalks. Construction is planned to take place in the summer of 2008.
The construction of this project cannot be limited to the normal working hours of 7:00 AM to 7:00 PM because of the high traffic volume on the Interstate and restrictions imposed by the Federal Highway Administration (FHWA) regarding delay restrictions on Interstate highways due to construction projects. Night work will be required to avoid traffic backups and excessive disruption to normal travel patterns of the Interstate.
The proposed activities that will occur during the hours of 7:00 PM to 7:00 AM are general construction operations including delivery of materials, sawing concrete, concrete removal, bridge removal and replacement, abutment removal and replacement, earthwork, shouldering, pavement marking, and pouring new concrete.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08(3) provides the Common Council the ability to allow construction activities, with associated noise impacts, outside of the hours of 7:00 AM to 7:00 PM. with the passage of a resolution.
