Fiscal Note
The 2011 Adopted Operating Budget of the Office of the Director of Planning and Community and Economic Development provides funding of $125,684 for the salary of the Director, plus benefits.  No additional appropriation is required.

Body
WHEREAS, Mark Olinger has been filling the position of Director of Planning and Community and Economic Development on a provisional basis since January 6, 2010; and
 
WHEREAS, City Personnel Rules allow for provisional appointments for six (6) months unless further approval is granted by the Madison Common Council; and
 
WHEREAS, the Common Council previously approved an extension of Mark Olinger's provisional appointment until such time as the position can be filled, or for an additional six (6) months, whichever comes first; and
 
WHEREAS, pursuant to the Common Council's prior action, Mark Olinger's extended provisional appointment ends on January 6, 2011; and
 
WHEREAS, following a recruitment and screening process, a candidate has been selected to fill the position of Director of Planning and Community and Economic Development starting in February of 2011; and
 
WHEREAS, a further extension of Mark Olinger's provisional appointment is needed in order to avoid a gap in leadership at the Department of Planning and Community and Economic Development;
 
NOW, THEREFORE BE IT RESOLVED, that Mark Olinger's appointment be further extended on a provisional basis with no change to the terms of his current provisional appointment until February 28, 2011 or the first day the position is filled on a permanent basis, whichever comes first.
