Fiscal Note

The proposed resolution approves the extension of a provisional appointment for the Transit Chief Maintenance Officer position. The incumbent has been filling the position since August 25, 2025, and this resolution extends the appointment until the position is filled on a permanent basis. Funding for the Transit Chief Maintenance Officer position is included in Metro Transit’s 2026 adopted operating budget. No additional appropriation required.

Approving an extension of a provisional appointment for Hoyt Harrison from February 25, 2026, until such time as the position of Transit Chief Maintenance Officer is filled on a permanent basis.

 

Body

WHEREAS, Hoyt Harrison has been fulfilling all duties and responsibilities required in the position of Transit Chief Maintenance Officer on a provisional basis since August 25, 2025; and

 

WHEREAS, it is expected that Hoyt Harrison continues to perform all of the duties on a provisional basis until such time as the position is posted and filled on a competitive basis; and

 

WHEREAS, the determination to fill the Transit Chief Maintenance Officer is under the authority of the Mayor and Transit General Manager, at which time Hoyt Harrison has rights to return to his previous position; and

 

WHEREAS, City Personnel Rules allow for provisional appointments for six (6) months unless further approval is granted by the Madison Common Council; and

 

WHEREAS, the City will apply any wage increase to the Chief Maintenance Officer that is otherwise provided to other compensation group 21 positions in 2026 and thereafter;

 

NOW, THEREFORE BE IT RESOLVED, that Hoyt Harrison’s provisional appointment be extended with no change to the terms of his current appointment, until such time as the Transit Chief Maintenance Officer is filled on a permanent basis.
