Authorizing the Mayor and City Clerk to enter into intermunicipal agreements with the Wisconsin Department of Transportation (WDOT) for construction and maintenance of a stormwater treatment facility located in the interchange loops of US HWY 12 & 18 with Park Street. (14th AD)

WHEREAS, the 205 acre watershed area discharging to the Park Street Interchange is made up of approximately 172 acres or 83.7% lands from within the Corporate limits of the City of Madison; and
WHEREAS, the WDOT has offered the City of Madison the opportunity to expand the area of ponds the WDOT is planning to construct as part of the interchange reconstruction; and
WHEREAS, the City of Madison has no stormwater treatment systems in this watershed; and
WHEREAS, the City of Madison has a statutory requirement to reduce the amount of Total Suspended Solids (TSS) being discharged to the Waters of the State, by 40% in 2013 in accord with our WDNR NR-216 stormwater discharge permit; and
WHEREAS, the modeling calculations for this stormwater treatment facility indicate that the watershed produces 100,930 lbs of TSS annually. The proposed treatment facility will remove 49254 lbs or 48.8% TSS annually. Of this total reduction the City will be entitled to a reduction credit of 24627 lbs annually, ½ the amount removed, towards our 40% municipality wide NR-151 reduction requirement;
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and City Clerk are authorized to enter into an Intermunicipal Agreement with the Wisconsin Department of Transportation to construct a stormwater treatment facility within the Park Street / US HWY 12 & 18 interchange and that the City of Madison’s share of the cost of this construction shall be consistent with the percentages discussed in the Fiscal Note.
Fiscal Note
The stormwater utility shall fund the costs associated with this agreement with funds in account number ESTM-58270-810392-00-53W0845. The project is currently estimated at $300,000.0...
