Approving temporary construction work with associated noise impacts between the hours of 7:00 PM and 7:00 AM on Mineral Point Road. (9th AD)

PREAMBLE
The Mineral Point pavement repairs requires removal of the existing concrete pavement in the eastbound and westbound lanes which include the median turn lanes, median lanes and middle lanes of Mineral Point road from Gammon Road to High Point Road, due to the poor existing condition of the pavement. Concrete joint repairs will occur from High Point Road to The West Beltline Highway Ramp. We propose to allow the Contractor to work between the hours of 7:00 PM to 7:00 AM, July 16 through October 2007. The work of this project cannot be constructed between the hours of 7:00 AM and 7:00 PM because:
1. Sawcutting of concrete pavements after the pouring of the pavement must be done about 12 hours after the installation. The concrete must be hard enough to hold the machinery. The sawcutting must be done soon enough so that the sawcutting occurs before the pavement cracks.
2. Completing the work at night allows for the least amount of disruption to normal daily traffic.
The proposed activities beyond the hours of 7:00 AM to 7:00 PM are as follows:
1. The Sawing of Concrete Pavement. The timing of this activity is dependent on the rate at which the concrete cures.
2. General Construction activities between the hours of 7:00 PM and 7:00 AM. Works includes concrete pavement removal, curb and gutter replacement, portable generators for lighting, base course work, compaction, concrete placement and finishing and trucking to haul materials and spoils.
Construction activities generally exceed the noise limits imposed by the Madison General Ordinances and temporary construction activity between the hours of 7:00 AM to 7:00 PM is allowed to exceed the noise limits imposed by the Madison General Ordinances. Madison General Ordinance section 24.08...
