Fiscal Note
The proposed resolution authorizes a contract for curb management planning services within the Parking Division. The contract cost is not to exceed $500,000 with 80% of the costs funded by a Carbon Reduction Program grant approved via Legistar 84175 in 2024. The 2026 Mid-Year Appropriation Resolution (Legistar 94055) appropriated the grant as well as $100,000 in Parking reserves to support the local match. No additional appropriation required.

Authorizing the Negotiation and Execution of a Three-Party Contract with Walker Consultants, Inc. and the Wisconsin Department of Transportation for Curb Management Planning Services (Citywide).

WHEREAS, the City of Madison is dedicated to reducing pollution in our community; and
WHEREAS, the Transportation Department and Parking Division are committed to carrying out the City’s Complete Green Streets goals; and
WHEREAS, coordinated curb management planning is essential to meeting those goals; and
WHEREAS, curb management programs have become a regular part of municipal operations for many cities across the United States; and
WHEREAS curb management will allow the City of Madison to improve access needs at the curb, including deliveries, passenger loading, micro-mobility, landscaping, and parking; and
WHEREAS, enhancing multimodal transportation options and travel demand management will be a key outcome of curb management; and
WHEREAS, the City entered into a State/Municipal Agreement For Carbon Reduction Program (Crp) Projects with WisDOT, signed by the Mayor on September 12th, 2025 to provide for $400,000 in federal funding to the City administered by WisDOT; and
WHEREAS, City Purchasing issued a Request for Qualifications where a competitive selection process resulted in the selection of Walker Consultants, Inc., which met the qualifications desired, with support from a team of national and local experts;
