Fiscal Note
This proposed resolution authorizes the double-fill of the Water Utility Finance Manager position #1887 at CG18-RG15 during the anticipated date range of September 9, 2018 through April 30, 2019. The estimated cost of the proposed double-fill time period is $66,123 for salary and benefits. This cost will be absorbed in Water Utility's 2018 and 2019 operating budgets via management of salary savings from vacant positions.

Body
WHEREAS, Water Utility Finance Manager Robin Piper is retiring from City of Madison employment in April of 2020; and
WHEREAS, prior to his retirement the Water Utility needs to utilize his extensive experience in the customer service area for one year; and
WHEREAS, the Water Utility Finance Manager position is critical to maintain the Utility’s fiscal health; and
WHEREAS, Madison Water Utility has requested the authorization to double-fill the position held by Mr. Piper in order to ensure an orderly transition, and
WHEREAS, Madison Water Utility intends to recruit to fill the position on or about September 9, 2018 in order to allow the selected candidate time to work with Mr. Piper and others in the Finance Section to learn the position; and
WHEREAS, the double-fill will exceed thirty (30) days;
NOW, THEREFORE BE IT RESOLVED, that Madison Water Utility is authorized to double-fill the position #1887 of Water Utility Finance Manager from September 9, 2018 through April 30, 2019.
