Authorizing the Parks Department to enter into a short term Use Agreement with Covance to allow Covance to park 350 employee vehicles at Warner Park for a fee of $12 per stall per month.
Body
WHEREAS, Covance approached the Parks Department with a request for a short term Use Agreement for employee parking at Warner Park,
WHEREAS, Covance has requested a Use Agreement for parking 350 employee vehicles at Warner Park in a location designated by Parks,
WHEREAS, the Parks Department has evaluated the proposal and used a formula that considered the overall land value of the site and the cost to maintain the site in determining an appropriate User Fee in the amount of twelve dollars ($12.00) per stall per month,
WHEREAS, the Use Agreement will be in effect from the time of Common Council adoption of this resolution through November 1, 2005,
WHEREAS, Covance will operate a shuttle service for its employees between Warner Park and Covance between the hours of 4:00 a.m. and 6:00 p.m., Monday through Friday during the Use term,
WHEREAS, Covance employees will have placards that will be displayed in the windshield of their vehicles verifying license plate number and vehicle model,
WHEREAS, Covance will provide the City with a Certificate of Insurance naming the City as additional insured,
WHEREAS, Covance will provide intermittent security to the Warner Park parking lot if requested by the City.
NOW THEREFORE, BE IT RESOLVED, that the Parks Department is authorized to enter into a short term Use Agreement with Covance for the parking of 350 Covance employee vehicles at Warner Park from the time of Common Council adoption of this Resolution through November 1, 2005, for a fee of $12 per stall per month.
