Fiscal Note
The proposed resolution authorizes a competitively selected contract with REDI Transports, LLC for the dates of May 1, 2026 through December 31, 2026 with four optional one-year renewals for ongoing emergency detention transport services. The annual cost is not to exceed $150,000 for 2026 and the contract is capped with a 5% annual increase for a total not to exceed $182,326 in the last year of optional contract renewal. Funding for the 2026 amount is available in the Madison Police Department's 2026 Adopted Operating Budget. Funding for future years will be requested through the operating budget process. At this time, no additional appropriation is required.

Body
WHEREAS, the Madison Police Department requires emergency detention transport services in order to pursue their safe transport of patients to Winnebago Mental Health Institute; and
WHEREAS, the Madison Police Department worked with the Purchasing Division to issue RFP #15012-0-2025-AH to solicit proposals for such services, and received 3 proposals; and
WHEREAS, an evaluation team consisting of Purchasing and relevant Madison Police Department staff conducted a detailed evaluation, scored and ranked each of the proposals using criteria including cost, skill, equipment, past performance and references; and REDI Transports, LLC was selected through this process; and
WHEREAS, to complete the transport work in 2026, the City and REDI Transports, LLC have entered into a contract to provide such services and accomplish all the other deliverables required by #15012-0-2025-AH at a price not to exceed $150,000 per year, with an optional renewal clause...
