These grants will be accounted for in segregated funds (SG24, SG26, SG30, SG59, and SG63). Matching funds of about $12,830 are included in the Police Department's operating budget and will pay the fringe benefit costs (FICA and WI Retirement Fund) associated with the overtime funded by the grant.

SUBSTITUTE - Authorizing the Mayor and Chief of Police to accept five (5) highway safety grants totaling $57,000 from the Wisconsin Department of Transportation for the following activities in 2006: Speed and Aggressive Driving Enforcement ($18,000); Alcohol Enforcement ($25,000); Click It or Ticket ($6,000); Pedestrian Enforcement
($4,000) and Bicycle Enforcement ($4,000).

WHEREAS, each year the Wisconsin Department of Transportation-Bureau of Transportation Safety (WI DOT-BOTS) provides funds to local police agencies for overtime for enforcement of traffic violations; and,
WHEREAS, this year WI DOT-BOTS has offered a total of $57,000 specifically to contribute to decreasing the number of deaths and/or injuries due to crashes, to decrease the number of unrestrained motor vehicle occupants, to enable safer conditions for pedestrians and bicyclists, and to reduce the number of impaired motorists on City of Madison roadways by deploying officers for enhanced enforcement; and,
WHEREAS, a maximum of $4,999 will be spent from the Speed and Aggressive Driving grant for the purchase of laser/radar equipment; and,
WHEREAS, a maximum of $4,999 will be spent from the Alcohol Enforcement grant for the purchase of laser/radar equipment; and,
WHEREAS, the WI DOT-BOTS has provided this funding to the City of Madison for the past several years; and,
WHEREAS, the funds enable the Police Department's Traffic and Support Section to coordinate additional traffic enforcement activities and purchase equipment that would otherwise not be provided.
