The proposed grant provides for $65,600 in 2014 funding and $68,000 in 2015 funding. The grant revenues and required City matching funds of $33,400 in the form of staff salaries are/will be included in the 2014 and 2015 Traffic Engineering Operating budgets.

Authorizing the Traffic Engineering Division to accept a grant for $133,600 from the Wisconsin Department of Transportation to maintain and expand a safety education program and authorizing the Mayor and City Clerk to enter into the grant contract.
Body
WHEREAS, the Madison Traffic Engineering Division recognizes an increased need to educate children and adults in traffic safety; and
 
WHEREAS, the pedestrian/bicycle safety section within the Traffic Engineering Division administers this type of program for the City of Madison; and
WHEREAS, the Wisconsin Department of Transportation (WIDOT) anticipates Federal funds in the amount of $133,600 designated for the City of Madison for the purpose of safety education for children for 2014 and 2015; and
WHEREAS, WIDOT's federal contract language requires the City to indemnify and save harmless WIDOT and the Federal Highway Administration (FHWA) from damages to persons or property resulting from negligence of the City in connection with performance of the contract; and
WHEREAS, City APM 1-1 requires Council approval whenever the City indemnifies another party;
NOW, THEREFORE, BE IT RESOLVED, that the Traffic Engineering Division of the City of Madison Transportation Department be authorized to apply for and accept $133,600 from the Wisconsin Department of Transportation for a bicycle safety education program and the Mayor and City Clerk are authorized to sign the contract.
BE IT FURTHER RESOLVED, that the City is authorized to indemnify and save harmless WIDOT and the Federal Highway Administration (FHWA) from damages to persons or property resulting from negligence of the City in connection with performance of the contract.
