Fiscal Note
The proposed resolution approves a grant application to the Wisconsin Public Service Commission’s (PSC) Energy Innovation Grant Program authorizes the associated grant agreement. Expenditures will be made from the 2021 Sustainability Improvements capital project and the grant will reimburse the project in 2022. The grant funding will be included in the 2022 Executive Capital Budget subject to the Council’s approval. No appropriation is required at this time.

WHEREAS, in 2020 the City of Madison identified a grant opportunity through the Wisconsin Public Service Commission (PSC) through their Office of Energy Innovation (OEI) program; and,
WHEREAS, Sustain Dane and Elevate have been partnering since 2020 on energy efficiency work in the naturally occurring affordable housing stock in the Madison region (EE-NOAH); and,
WHEREAS, the EE-NOAH work aligns with the City’s goals around affordable housing and energy efficiency; and,
WHEREAS, in partnership with Sustain Dane, Elevate and the Northside Planning Council, the City applied for the PSC-OEI grant for EE-NOAH work in January 2021; and,
WHEREAS the Wisconsin Public Service Commission awarded the City of Madison a grant in the amount of $246,595 for the project “Energy Efficiency in Naturally Occurring Affordable Housing: Implementing Efficient Building Technologies and Preserving Affordable Housing”; and,
