The proposed resolution authorizes the appointment of Gregory McClain as the Director of the Department of Civil Rights for a 5-year term. The 5-year term shall take effect September 22, 2026. As stated in the draft Employment Agreement between the City of Madison and Gregory McClain, the Director's salary will be based on an annualized rate of $160,000 in 2026, with a 3% wage increase effective January 1, 2027. The rate is within the range for the Civil Rights Director position in compensation group 21, range 18. The agreement also allows for a relocation reimbursement of up to $14,000.
The contract will cost approximately $64,000 in 2026, including salary, benefits, and relocation reimbursement. During the mid-year projection exercise, the Department of Civil Rights' projection included the hire of the new Director as well as the retirement of the current Director. It is anticipated that the agency's current appropriation will absorb the cost of this employment contract in 2026. The 2027 Operating Budget currently in development includes the salary and benefits projection for the Director position. Annual salary adjustments may be made during the term of the agreement at the Mayor’s discretion, subject to Common Council approval. No additional appropriation is required with approval of this appointment.

WHEREAS, the Mayor has appointed Gregory McClain to the position of Civil Rights Director and has recommended to the Common Council that their appointment be confirmed; and,
