The proposed resolution amends the 2019 Adopted Capital Budget by transferring $810,000 from the Stormwater Quality System Improvements program (MUNIS Project 11665) to the Citywide Flood Mitigation program (MUNIS Project 11513) for the culvert replacement on the Southwest Bike Path. The increased funding is needed due to due bids that came in higher than budget, along with adding a box culvert to the project’s scope.

WHEREAS, in the summer of 2017 an existing stone arch culvert that drains lands within the West Wingra Watershed had failed and was in need of an emergency repair for fear that the bikepath would collapse; and
WHEREAS, city crews performed emergency repairs to the existing stone arch culvert by sliplining the existing stone arch culvert with a 60”pipe to prevent eminent failure; and
WHEREAS, the 60” pipe decreased capacity of the drainage way by restricting flow; and
WHEREAS, on August 20, 2018 the Westside of the City of Madison experienced a very significant rain event with rainfall amounts ranging from 5 to 10 inches which fell in approximately 6 hours; and
WHEREAS, this rain event resulted in significant flash flooding damages to portions of the City including the Waite Circle area; and
WHEREAS, City Engineering has worked with the neighborhood to arrive at the flood relief public works improvement project represented and bid under Contract 8466; and
WHEREAS, City Engineering received three (3) competitive bids for construction of the design solution agreed to with the neighborhood; and
WHEREAS, the resulting bids were approximately $450,000 over budget; and
WHEREAS, the City will be procuring box culvert and construction materials under a separate Request for Bids for approximately $75,000; and
