The proposed resolution approves the design, engineering, fabrication, delivery, and installation of the State Street Campus Garage/Hawthorne Court Percent for Art Project. Funding for public art is calculated as an additional 1% of the eligible project budget as called for in the Percent for Art ordinance (MGO 4.30). Construction estimates in the schematic design phase were approximately $47.7 million; an additional 1% for art was calculated at $477,069. The proposed resolution authorizes an agreement for the Percent for Art project with either StudioKCA, LLC for up to $272,000 or the alternate AREA-C Projects for up to $320,000.

The total budget for the project of $49.3 million was approved through two Capital Budgets. The 2023 Capital Budget included $48.0m for the State Street Campus Garage Replacement project (Munis project 14145) supported by $29.5 million in Non-General Fund GO Borrowing and $18.5 million in Parking Reserves. The 2024 Adopted Capital Budget included $4.8 million in TIF-supported GO Borrowing and lowered the Parking Utility-supported GO Borrowing approved in the 2023 budget by $2.5 million. No additional City appropriation is required with approval of the proposed resolution.
