Fiscal Note
The proposed resolution authorizes a contract for a transit signal priority system related to the implementation of bus rapid transit. The contract amount is not to exceed $1,035,090 and will be funded from available budget within the E-W Bus Rapid Transit project in the Transportation Department's capital budget. No additional appropriation required.

SUBSTITUTE: A Resolution authorizing the Mayor and the City Clerk to enter into a sole source contract with Traffic Control Corporation for an integrated Centracs Transit Signal Priority system

This resolution authorizes an agreement with Traffic Control Corporation to implement the Centracs Transit Signal Priority solution for Metro Transit.
WHEREAS, Transit Signal Priority is an integral part of any Bus Rapid Transit Project; and
WHEREAS, Staff has evaluated various third party Transit Signal Priority systems on the market and determined that none will function seamlessly with Madison’s existing Centracs traffic Management system; and
WHEREAS, Staff requested detailed pricing on the integrated Centracs Transit Signal Priority system, which is an add-on to our existing system, which showed it was also less expensive than other products on the market due to the already embedded nature; and
WHEREAS, Traffic Control Corporation is the exclusive distributor of Centracs system in Madison; and
WHEREAS, under MGO 4.26(3)(e), multi-year service contracts that average more than $100,000 per year, and service contracts for a duration of more than 5 years require Common Council approval and signature by the Mayor and City Clerk;
NOW, THEREFORE, BE IT RESOLVED: that the Mayor and City Clerk are authorized to execute a contract or contracts for up to five (5) years between the City of Madison and Traffic Control Corporation to implement the Centracs Transit Signal Priority Module for an amount not to exceed $1,035,090, inclusive of 5% contingency; and
