Recommending approval of the Qualified Discount Program for athletic reservations as a permanent program

Madison Parks staff proposes establishing a permanent Qualified Discount Program for athletic reservations. The program is intended to provide a more transparent, consistent, and equitable approach to the distribution of discounts for athletic reservations. Implementation of the program would reduce the need for individual fee modifications and improve the City’s ability to track and evaluate the use and impact of athletic reservation discounts.
The proposal includes a three-year, tiered reduction of the current automatic 60 percent youth discount, which would be replaced by discount rates determined through the Qualified Discount Program.
