The 2013 adopted Capital Budget for Planning and Community and Economic Development (PCED) provides funding of $1,200,000 for the Public Market project (Project No. 28, "Public Market," Acc't No. 810747. No additional appropriation is required.

Body
WHEREAS, the Madison Local Food Committee (“Committee”) has been charged with guiding the development of a Madison Public Market (“Public Market”); and,

WHEREAS, the Committee has determined that a Madison Public Market Business Plan (“Business Plan”) is needed to understand the feasibility of a Public Market; and,

WHEREAS, the Committee has determined that the Public Market will not be located in downtown Madison; and,

WHEREAS, several Public Market-related studies have been completed since 2004; and,

WHEREAS, these studies provide a useful foundation of information; however, they do not provide the level of detail needed in a Business Plan that will ultimately guide the Committee and City policy-makers on decisions related to a future Public Market; and,

WHEREAS, most of the aforementioned Public Market-related studies focused on a downtown location.

NOW THEREFORE BE IT RESOLVED that the Director of the Department of Planning & Community & Economic Development is authorized to issue a Request for Proposals (“RFP”) for consultant services for the preparation of a Madison Public Market Business Plan (“Business Plan”); and,
