The proposed resolution authorizes the Mayor and City Clerk to execute an agreement with the State of Wisconsin Department of Transportation for design oversight of the John Nolen Drive-Olin Avenue to North Shore Drive project. The estimated cost of the design oversight is $28,200. GO Borrowing is available in the 2020 Adopted Engineering - Major Streets Capital Budget for John Nolen Drive (11860).

Body
The City of Madison is proposing to reconstruct John Nolen Drive from Olin Avenue to North Shore Drive, including bridge replacement, in 2025-2026. Construction will be funded in part with STP-Urban federal funds. The project will be managed by the Wisconsin Department of Transportation (WisDOT) and a project Agreement with WisDOT will be required for funding, oversight and construction. The City of Madison and WisDOT propose to enter into an agreement for design oversight for this proposed project. The basis for cost sharing participation is as follows:
1) Design Engineering: All design-engineering costs are 100% Local Funding
2) State review of Design: All costs are 100% Local Funding
The agreement requires that the City indemnify the State of Wisconsin Department of Transportation. City APM 1-1 requires Common Council Approval whenever the City indemnifies another party.
NOW THEREFORE BE IT RESOLVED that the Mayor and City Clerk are hereby authorized to execute an agreement with the State of Wisconsin Department of Transportation for design oversight for the John Nolen Drive-Olin Avenue to North Shore Drive project.
