Fiscal Note
There are no direct funds required to adopt this policy. However, as implementation of all actions proposed by this document will require significant funding. These funds will be detailed in annual budgets and funded by the Stormwater Utility. Some actions discussed in this report are discretionary but all issues regarding Total Suspended Solids and TMDL requirements are mandatory for compliance with State and Federal stormwater regulations
Title
Approving and adopting City Engineering’s Policy regarding stormwater management and water quality improvement strategies for Lakes Mendota, Monona and Wingra.
Body
WHEREAS, the City has a responsibility to comply with State Administrative Codes NR-216 and NR-151 and the Federal Clean Water Act, with regard to removal of total suspended solids (TSS); and
WHEREAS, the City has a vested interest in the management of Lakes Monona, Mendota, and Wingra with regard to water quality, water quantity and lake levels; and
WHEREAS, City Engineering is the agency primarily charged with the requirements associated with stormwater quality and compliance with associated regulations; and
WHEREAS, it is in the best interest of the residents of the City of Madison, that a coherent and consistent policy be followed with regard to stormwater and lake management; and
WHEREAS, the City Engineer has drafted a policy (attached) to address theses issues in a effective manner that protects the interests of the residents of the City of Madison;
NOW, THEREFORE, BE IT RESOLVED, that the document titled “City of Madison Policy for Stormwater and the Improvement of Water Quality In Lakes Mendota, Monona, and Wingra - dated April 14, 2009” is approved and adopted as the formal policy regarding these issues of the City of Madison.
