Fiscal Note
The proposed resolution authorizes a memorandum of understanding (MOU) to establish a City of Madison Community Resilience Hub Network, led by the Madison Fire Department’s Emergency Management Service. The proposed MOU does not include a financial transaction. No City appropriation is required.

WHEREAS, the proposed Memorandum of Understanding (“MOU”) is between the City of Madison, including its Fire Department and Emergency Management Service (collectively the “City”), the Boys and Girls Club of Dane County (“BGCDC”), and Wisconsin Youth Company (“WYC”). These three parties by this MOU create the City of Madison Community Resilience Hub Network (the “Network”);
WHEREAS, Members own and operate facilities for various purposes throughout the Madison area. Members will provide access and utility from the facility or facilities they designate for these purposes and these facilities shall be referred to herein as “Resilience Hubs.” BGCDC offers use of their Allied Drive Boys and Girls Club, and WYC offers use of their Elver Park Neighborhood Center as Resilience Hubs. Certain city agencies may also act as Resilience Hubs which may also house and supply resources for the Network, in the sole discretion of the City.
WHEREAS, a list of Members, and the Resilience Hubs that they designate as part of the Network at any particular time, and for various particular purposes, will be kept on the Network’s website, which shall be run by the City’s Emergency Management staff as part of its website;
WHEREAS, the primary goal of this MOU is to establish the Network, and to clearly establish a mutual understanding of collective responsibilities the Members and the City will provide at Resilience Hubs to improve community resilience, response, and recovery capabilities;
