Fiscal Note
Sufficient Federal CDBG funds of $150,000 are available for this project within the Community Development Division’s Acquisition/Rehab Reserve Fund, which was authorized as part of the Division’s 2012 Adopted Operating Budget. This is a zero interest loan with a deferred repayment. The use of CDBG funds will have no impact on the local levy.

Authorizing up to $150,000 of CDBG funds to support Access Community Health Center’s acquisition of land at The Village on Park to construct a new South Side Clinic to expand services and capacity in its current vicinity.

Access Community Health Centers is a Federally-Qualified Health Center (FQHC) that provides health care services to low-income, underserved individuals located in areas where care is most needed. Access patients are generally either covered by Medicaid or uninsured. Patients without health insurance are treated on a sliding-fee scale based on income.
Access Community Health Centers proposes to construct a new South Side clinic to add dental, pharmacy, and x-ray services and expand medical and behavioral health services. South Madison continues to have significantly lower incomes and higher poverty rates than the City of Madison, therefore demonstrating a considerable unmet need for these services in this area.
ACTION:
WHEREAS, the Common Council previously adopted the South Madison Neighborhood Plan on January 18, 2005 (Resolution # RES-05-00300, #36588); and
WHEREAS, the top priority in the South Madison Neighborhood Plan was to redevelop the Villager Mall-Comstock Tire site with high quality, commercial redevelopment that would result in new employment opportunities, improved service facilities, and improved pedestrian circulation; and
WHEREAS, the Common Council previously adopted the CDA’s Villager Site Development and Master Plan as a supplement to the adopted South Madison Neighborhood Plan on February 2, 2006 (Resolution # RES-06-00111, Legislative ID #02353); and
