SUBSTITUTE - Amending the membership of the Madison Police Department Policy and Procedure Review Ad Hoc Committee.

Body

WHEREAS, the City of Madison created the Madison Police Department (MPD) Policy and Procedure Review Ad Hoc Committee (Resolution File No. 37863, adopted by the Common Council on May 19, 2015) to review policies, procedures, culture and training of the Madison Police Department by hiring an expert in community policing, law, problem oriented policing, racial disparities, restorative justice and implicit bias; and,

 

WHEREAS, the original resolution contained the following membership detail:

 

BE IT FINALLY RESOLVED that the ad hoc committee members will be a diverse body composed of City of Madison residents appointed by the Mayor, including the appointments of two co-chairs, and will include but not be limited to representatives of the African American, Asian, Latino, Native American and LGBTQ communities as well as a diversity of ages, socioeconomic status, and work experiences and organizations in the fields of mental health, youth advocacy and AODA. The appointments by the Mayor to the ad hoc committee will be submitted to the Common Council for approval. Upon completion of this work and the Common Council receiving the recommendations of the ad hoc committee the committee will be dissolved.; and,

 

WHEREAS, the current committee functions with fifteen (15) members - 12 filled positions and 3 vacancies - and has difficulty meeting quorum; and,

 

WHEREAS, a request has been made to reduce the number of members to twelve (12) thirteen (13) members in order to meet quorum on a consistent basis,

 

NOW, THEREFORE, BE IT RESOLVED, the members of the Madison Police Department Policy and Procedure Review Ad Hoc Committee membership will be reduced from fifteen (15) members to twelve (12) thirteen (13) members and that the current twelve (12) filled positions to the ad hoc committee.
