Fiscal Note
This resolution amends the Engineering-Other Projects section of the 2005 Capital Budget to authorize the expenditure of an additional $62,000 for parking lot construction and relocation of a basketball court (Account CS53-58201-810518). This project amendment will be temporarily financed with an advance from other City funds. While the project was originally approved and funded with $70,000 of general obligation debt, the 2005 capital borrowing cycle has already been completed. Therefore, a separate amendment to the 2006 Capital Budget will also be required to authorize $62,000 of additional general obligation borrowing next year.

PREAMBLE
City of Madison, the City of Fitchburg, and Dane County is partnering with the Boys and Girls Clubs of Dane County to construct the Allied Family Center on Jenewein Road. The 21,200 square foot club will be constructed on lands within the City of Fitchburg immediately east of the parking lot that will be constructed on lands dedicated to the public in the City of Madison. Those lands are currently being used for drainage, open space, and park purposes. The construction of the parking lot will require the relocation of the existing basketball courts to the south and west of the parking lot.
The low bid for this project came in below the final engineer's estimate but over the initially budgeted estimate cost of $70,000. As plans and specifications for the project were refined just prior to bidding, it became apparent that the initial cost estimates were not accurate. The bids were competitive, having received three bids, typical for a project of this scope.
