Fiscal Note
The proposed resolution authorizes a services contract with TruePoint Solutions, LLC not to exceed $40,000.00 for the implementation of DigEPlan and integration with Accela. Funding for the initial purchase of the software is funded by the 2018 Adopted Capital Budget (Purchased Software Enhancements, project 17403) and ongoing maintenance will be included in System and Software Maintenance in future operating budgets.

Body
WHEREAS, the City of Madison is interested in implementing software called DigEPlan for electronic plan review and markup, to be integrated with the City’s enterprise wide permitting and licensing system known as Accela; and

WHEREAS, this will require a vendor that has expertise with both DigEPlan and Accela; and

WHEREAS, TruePoint Solutions, LLC has worked with the City previously on our Accela permitting and licensing system, is familiar with our process, has implemented DigEPlan with other Accela clients, and is available to do this work in the timeframe needed; and

WHEREAS, under sec. 4.26(4)(b), of the Madison General Ordinances if the aggregate
amount of the fee for services exceeds $25,000 and the contract was not subject to a
competitive bidding process, the contract shall meet one of the other requirements of sec. 4.26(4)(a) and be approved by the Common Council; and

WHEREAS, for the reasons stated in the attached Noncompetitive Selection Request Form, the proposed contract with TruePoint Solutions, LLC meets the exception to the bidding process in section 4.26(4)(a)7. which states “A particular consultant has provided services to the City on a similar or continuing project in the recent past, and it would be economical to the City on the basis of time and money to retain the same consultant”;
