Adoption of this resolution has no fiscal impact. The expenditure of any funds received or appropriated as a result of grant awards related to ecomonic stimulus funding will require separate Common Council consideration and approval.

Body
WHEREAS, on February 17, 2009, President Obama signed the $790 billion American Reinvestment and Recovery Act (ARRA), commonly known as the stimulus bill, into law; and

WHEREAS, City staff have been working since then to ensure that Madison residents receive substantial and direct benefits from these funds in ways that create jobs and stimulate our local economy; and

WHEREAS, decisions that are normally made through the annual City budget process must be expidited in order to meet the extremely tight deadlines set by the federal government to allow a rapid injection of stimulus funding into the economy; and

WHEREAS, critical deadlines would be missed if each of the City's proposed funding requests were approved by the Common Council in individual resolutions; and

WHEREAS, Alders have participated in discussions at Board of Estimates and Common Council meetings on the amount of funding to seek and how the funds should be spent; and

WHEREAS, the City has kept the public informed of its proposed stimulus funding requests through the creation of a website dedicated to providing information on the American Reinvestment and Recovery Act and seeking feedback on the City's proposed requests;

NOW, THEREFORE, BE IT RESOLVED, that the Common Council approves in principle, the attached list of stimulus funding requests, and authorizes City agencies to proceed in seeking these funds, in the approximate amounts stated and for the purposes stated, recognizing that those amounts, purposes and funding sources may differ in some respects when and if funding is approved by the Federal Government; and
