There is no impact on cost controls or levy. Grant funds will be administered through a segregated fund. Matching requirements will be met through currently budgeted purchase of service funds ($20k in 2015 and $20k in 2016).

Authorizing the City of Madison, through the Community Development Division, to accept a Disproportionate Minority Contact (DMC) Reduction Initiative grant from the State of Wisconsin Department of Justice for the City of Madison’s Municipal Court Youth and Family Services Initiative, and authorizing the City to enter into various purchase of service contracts for the implementation of the Municipal Court Youth and Family Services programs.
Body
WHEREAS, the City of Madison began the Madison Municipal Court Youth and Family Services initiative in 2014 to reduce recidivism, with an emphasis on youth of color, through the provision of support services to youth and their families who come before the Madison Municipal Court; and
WHEREAS, the Community Development Division issued a Request for Proposals for Madison Municipal Court Youth and Family Services, an RFP review team evaluated the submitted proposals, and recommended Briarpatch Youth Services and Centro Hispano as service providers;
WHEREAS, on June 14, 2014, the Common Council approved the Community Development Division to enter into contracts with Briarpatch Youth Services and Centro Hispano for Municipal Court Youth and Family Services; and
WHEREAS, the Community Development Division has received quarterly reports from Briarpatch Youth Services and Centro Hispano for the Municipal Court Youth and Family Services with documentation that all service goals have been met or surpassed; and
WHEREAS, the demand for Madison Municipal Court Youth and Family Services far exceeds the availability through the current initiative; and
