Fiscal Note
In the adopted 2016 capital budget Engineering - Ped/Bike has budgeted $590,000 for the West Town Path project (MUNIS 10165). The 2016 preliminary engineering costs associated with the proposed agreement with WisDOT are sufficiently budgeted; funding is provided by GO borrowing. The scope of the out-years for the project adopted in the 2016 capital improvement plan coincides with the external funding sources provided by the proposed agreement.
The proposed resolution authorizes the agreement at an estimated local cost of $120,000 in 2016.

Authorizing the Mayor and City Clerk to execute an agreement with the State of Wisconsin Department of Transportation for state review services for preliminary engineering for Gammon Road (Seybold Rd-Mineral Point Rd) Transportation Alternatives Program (TAP) for the West Towne Path. (AD 9th and AD 19th)

PREAMBLE
The City is proposing to construct the West Towne path from Grand Canyon Dr to S. Junction Rd . The City applied for Federal Funds in the Transportation Alternatives Program (TAP) and the project received approval for 80% Federal/State funding of Construction.
The project will be constructed under a contract let by the Wisconsin Department of Transportation (WisDOT) and a project Agreement with WisDOT will be required for funding, oversight and construction. The proposed project is planned for construction in the year 2020. The construction cost of the improvement will be financed with 80 percent Federal/State funds and 20 percent local funds. The design cost will be funded with 100% local funds. The design costs include State review services to oversee the development of plans and specifications for the project.
