Fiscal Note
This resolution amends the 2006 Operating Budget to allow the Clerk's Office to hire an additional six hourly employees for the period of August 1 through December 1. Total costs of $51,402 associated with this staffing increase are to be absorbed internally by recognition of anticipated salary savings and related benefits. Funding for increased hourly and overtime wages is therefore derived from a transfer from permanent salaries and benefits. No additional appropriation is necessary. This is no anticipated impact upon cost controls.

Body
WHEREAS the Madison City Clerk's Office will need to maintain two separate voter registration programs for the September 12, 2006, and November 7, 2006, Elections because the Statewide Voter Registration System (SVRS) is not yet able to process absentee ballots for the City of Madison; and
WHEREAS the mandatory use of SVRS has multiplied by five the amount of time it takes to process a voter registration application; and
WHEREAS the processing of voter registration applications must be done in a timely manner to ensure that all registered voters are included on the City of Madison poll list; and
WHEREAS the voter registration applications submitted at the polls on November 7 must be processed before the State Elections Board certifies the November Election on December 1, 2006; and
WHEREAS the amount of time required to process voter registration applications from August through November will result in a workload beyond the capacity of current staff; now
THEREFORE, BE IT RESOLVED that the 2006 City Clerk Operating Budget permanent salary detail be amended to allow for the addition of six Election Aide hourly positions ($10.82/hour) for the Fall Primary and General Election, and that the Operating Budget also be amended by the following amounts:
