DRAFTER'S ANALYSIS: The subject site was part of an assemblage of properties in the 100-block of State Street that were rezoned to the PD (Planned Development) District in September 2018 to facilitate the development of a hotel (Ordinance 18-00092, ID 52535). However, the approved hotel development never proceeded, and the properties at 118 and 124-126 State have since been rezoned back to the DC (Downtown Core) District. This ordinance amendment rezones the remaining property located at 122 State Street from PD (Planned Development) District to a new PD (Planned Development) Districtand approves a General Development Plan and a Specific Implementation Plan to convert an existing six-story commercial building into seven-story mixed-use building with 1,375 square feet of commercial space and 34 multi-family dwelling units. The building to be rezoned was previously approved for demolition with the earlier, defunct hotel proposal. To distinguish between the 2018 PD zoning and the zoning requested for the reuse of the existing building, staff recommends that the request be considered as a new PD District.
