The proposed resolution accepts the Community Development Division’s (CDD) proposed policy paper for Older Adult Services as the foundation for conducting a Request for Proposals (RFP) process to solicit program proposals from organizations that offer programming for older adults. It also directs CDD to conduct an RFP process for older adult services and to bring funding allocation recommendations to the Council at the conclusion of the process, for Council approval, prior to awarding contracts. The process referenced above will allocate funds to selected agencies for use beginning in 2021, subject to Council approval in the City’s 2021 Operating Budget.

Current contracts for these services are scheduled to expire December 31, 2020. Contracts authorized under this RFP will take effect on January 1, 2021.

The level of funding to be allocated under the proposed RFP process is equal to that authorized for older adult services in the City’s 2020 Operating Budget (up to $779,570) and includes dollars authorized to support services for Southeast Asian elders. However, award amounts will be contingent upon the Common Council authorizing sufficient funding in the City’s 2021 Operating Budget. CDD anticipates that the new contracts will continue for 4 years, contingent upon funding availability and agency performance.
