The adopted budget includes $25,000 in levy support for an upgraded version of the City’s online ordinance service, Municode. The appropriation for the proposed contract is available in the Attorney's Office operating budget for purchased services.

Authorizing the Mayor and Clerk to enter into a three-year sole source agreement with Municipal Code Corporation for an upgraded version of the City’s online ordinance service, Municode.
Body
Whereas, the City uses Municode, a service of the Municipal Code Corporation (MCC) to provide an online service for the Madison General Ordinances (MGO); and
Whereas, the City’s version is outdated; and
Whereas, Municode has offered to upgrade the service to include such features as the ability to search, do internal cross referencing, view prior versions of an ordinance, and to post online any newly-adopted ordinances in between revisions/updates with links to access the adopted ordinance; and
Whereas, as part of this service the online version of the ordinances will be updated monthly (currently only updated quarterly); and
Whereas, this upgrade would benefit City workers and the general public; and
Whereas, it will take several months to complete the upgrade; and
Whereas, the City has an ongoing relationship with Municode and it will be more economic to upgrade the existing system than to search for a different vendor, of which there are only a few in the United States; and
NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the City Clerk are authorized to enter into an agreement to upgrade the current Municode service with Municipal Code Corporation, for a term of three (3) years, with an option for a one-year extension; and
Be it further resolved, that the price of the upgraded service shall not exceed twenty-five thousand dollars ($25,000) per year; and
